Two Arrested for Drug and Sex Offender Registry Violations

On 05/26/2022, Detectives with the McCracken County Sheriff’s Office received a request from the Ballard County Sheriff’s Office for assistance in relation to a string of thefts.  A Sheriff’s Detective recognized the male in surveillance video from the theft as being Scotty Ray Skaggs, 45 years of age of Baskett, Kentucky.  Sheriff’s Detectives and agents of the Bureau of Alcohol, Tobacco, Firearms and Explosives arrested Skaggs in 2019 for being a convicted felon in possession of a firearm, and for being a non-compliant sex offender.  Detectives located Skaggs, and his female accomplice Cynthia C. Lawler 48 years of age of Paducah, at a residence on Old North Friendship Road.  Skaggs was found to yet again be living at residence that was non-compliant with the terms of his sex offender registry.  A search of the residence found a small amount of suspected methamphetamine and drug paraphernalia.  Detectives arrested Skaggs and Lawler without incident.

Skaggs has a lengthy criminal history including Arson, Sodomy 2nd Degree, Unlawful Transaction with a minor, Assault 2nd Degree, multiple counts of convicted felon in possession of a firearm, drug and theft related charges.  Skaggs also has a current case pending in Lyon County, Kentucky.   More charges are expected as the Ballard County Sheriff’s Office completes their investigation.

The Sheriff’s Office was assisted in the investigation by the Ballard County Sheriff’s Office, and the Kentucky Department of Probation and Parole.
