Richard Joseph Padilla, 28, of 19729 76th Avenue West, #6, Lynnwood, WA was arrested on January 31, 2020 for possession of a controlled substance 1st degree 1st offense (methamphetamine). He was also charged with possession of drug paraphernalia.
