Detectives with the McCracken County Sheriff’s Department arrested 10 people and
obtained an arrest warrant for an 11th person following a two day drug
investigation.

On Thursday afternoon at approximately 2:30pm detectives conducted a traffic stop on
a vehicle in the 5700 block of Cairo Road for traffic infractions. The vehicle was
found to be occupied by four adults and a child. Upon speaking to the operator
(Hanson) of the vehicle it was determined he wasn’t in possession of a driver’s
license and the insurance had lapsed on the vehicle. Detectives conducted a search
of the vehicle and located a syringe that contained Methamphetamine. While that was
taking place, a detective observed Raymond Hanson attempt to discard of another
syringe that contained Methamphetamine. The investigation later revealed while
detectives were stopping the vehicle, Brandy Barbee had handed Kimberly Roberts a
pouch that contained a syringe with Methamphetamine. Roberts then concealed the
syringe in her backpack. Hanson, Barbee and Roberts were arrested. Robert Langston
arrived a short time later offering a ride to the individuals who had been stopped.
Detectives recognized and arrested Langston for an outstanding felony warrant for
fraudulent use of a credit card. The child was released to a family member.

Langston’s arrest warrant had been obtained by detectives a few days prior after an
investigation revealed that he had been working as a waiter at a local restaurant.
During his employment at that location, evidence obtained during that investigation
revealed that he had obtained at least one patron’s credit card number and had used
the number several different times for various payments. That investigation began
after the victim report fraudulent charges made against her account.

As part of the ongoing investigation detectives later located Scott Bowling at the
Superway gas station located in the 2900 block of Benton Road. Bowling, who was
wanted on numerous arrest warrants, saw deputies approaching and attempted to flee
on foot. Bowling was caught almost immediately by Deputy Steve Croft and Sgt. Todd
Ray. During a search of Bowling’s vehicle, deputies located a large meat cleaver
concealed between the seats.

As the investigation continued into the night, drug detectives executed search
warrants at two different residences, 607 Oaks Road and 1246 Vasseur Avenue Lot #15,
located in the Farley area of McCracken County.

Detectives arrested Michael “Dewayne” Little at 607 Oaks Road after the execution of
the search warrant at approximately 930pm. A search of the residence revealed
Methamphetamine packaged for sale, Marijuana, syringes, a drug ledger, scales and
other items. The majority of the items were concealed under a false floor in the
residence. Some of the illegal drugs and paraphernalia were located inside a child’s
bedroom. Little was lodged in the McCracken County Regional Jail. The child was
released to a family member.

At approximately 1245 am on Friday morning detectives executed the search warrant
at 1246 Vasseur Avenue Lot #15, the Casey and Elizabeth Halstead residence. The
residence was found to be occupied by Elizabeth Halstead, Lequita Smith, Kenneth
Zachary, Michael Kepner and two small children. Detectives seized Methamphetamine
packaged for sale, scales, syringes, synthetic Marijuana and numerous other items of
drug paraphernalia. The majority of the illegal items were in places easily
accessible to the children. While at the residence Kenneth Zachary was observed
attempting to hide a Meth Smoking Pipe. Halstead, Kepner, Zachary and Smith were
all arrested and lodged in the McCracken County Regional Jail. The two children were
released to a family member.

Detectives have since obtained an arrest warrant for Casey Halstead for trafficking
in Methamphetamine. Halstead is wanted at this time. If anyone has information of
the whereabouts of Halstead they can contact the McCracken County Sheriff’s
Department at 270 444-4719.

The investigation is continuing and additional arrests are likely.

VFW Donation Helps KSP Tpr. Teddy Program

Veterans of Foreign Wars National Commander-in-Chief Brian Duffy (left) and Richard
Quire, VFW Dept. of Kentucky Surgeon (right) presented Kentucky State Police Deputy
Commissioner Alex Payne (center) with an $8,000 check on June 9 in support of the
Trooper Teddy Project, which provides stuffed animals to help calm children’s fears
during traumatic experiences such as car crashes, child or sexual abuse cases or
serious illnesses. It also helps develop trust between children and law enforcement
officers.

“Some of the worst things we see in law enforcement involves children,” said Payne.
“There’s nothing like seeing the smile on a child’s face when you show up for
something bad and somehow you make it just a little bit better by handing them a
teddy bear. It’s amazing. It makes the best out of a bad situation for them, but
more importantly, it establishes a bond of trust right then and there between that
child and this uniform. From that point forward, they know that if they are ever in
need of a friend or ally, they can find someone that looks like me and they’ll find
a friend or ally.”

According to Duffy, the project fits perfectly with the VFW’s goal of being a
strategic asset to the community and supporting mental health awareness. “It touches
the lives of some very young children during some very traumatic times and gives
them a little bit of extra assurance that things are going to be all right,” he
said. “The VFW has a long standing support for law enforcement and we’re very proud
of the efforts put forth by the various VFW posts and auxiliaries to support this
program,” he added.

Seven local VFW organizations teamed up to raise the donation. They include Posts
4075 and 9235 and their auxiliaries in Frankfort; Post 10281 and its auxiliary in
Vine Grove; Post 6935 in Harrodsburg; Posts 1181 and 8639 in Louisville and Post
1179 in Shelbyville.

KSP has been distributing the bears since December of 1989 when Kentucky First Lady
Martha Wilkinson hosted a gala fundraiser that raised the needed funds to purchase
2,000 Trooper Teddy bears. The program ran out of funding in early 2000 until
recently when KSP was able to utilize asset forfeiture funds from criminal drug
activity to purchase more bears. The bears and funding are in short supply again.
The agency plans to sustain the program in the future by offering the bears for sale
to the public for $20 each. Until then, information about a donation to the program
can be obtained by calling the KSP Public Affairs Branch at 502-782-1780 or visiting
