KSP Charges Caldwell Co. Man With Child Sexual Exploitation Offenses

Princeton, Ky. (May 21, 2019) — On May 21, 2019, the Kentucky State Police Electronic Crime Branch arrested Stephen Crocker, 24, on charges related to child sexual exploitation.

Crocker was arrested as the result of an undercover Internet Crimes Against Children investigation. The KSP Electronic Crime Branch began the investigation after discovering the suspect communicating with a juvenile online and the distribution of matter portraying sexual performance by a minor.

The investigation resulted in the execution of a search warrant at a residence in Princeton on May 21, 2019. Equipment used to facilitate the crime was seized and taken to KSP’s forensic laboratory for examination. The investigation is ongoing.

Crocker is currently charged with thirteen counts of distribution of matter portraying sexual performance by a minor 1st offense and one count of prohibited use of electronic means to procure a minor. Each charge is a Class-D felony punishable by one to five years in prison. Crocker was lodged in the Caldwell County Detention Center.

Click it or Ticket Campaign, May 20th through June 2nd.

As the Memorial Day Holiday approaches, state and local law enforcement angencies is reminding all drivers of the importance of seat belt use. This anual campaign is part of the U.S. Department of Transportation’s National Highway Traffic Safety Administration’s national Click it or Ticket high-visability enforcement effort. This runs from May 20th to June 2nd, 2019. Aimed at enforcing seat belt use to help keep families safe. Expect more directed patrols enforcing seat belts and DUI’s.

KSP Charges Calloway Co. Man With Child Sexual Exploitation Offenses

Murray, Ky. (May 22, 2019) On May 22, 2019, the Kentucky State Police Electronic Crime Branch arrested Corey Ray Hubbs, 51, on charges related to distribution of matter portraying sexual performance by a minor.

Hubbs was arrested as the result of an undercover Internet Crimes Against Children investigation. The KSP Electronic Crime Branch began the investigation after discovering the suspect sharing files of child sexual exploitation online.

The investigation resulted in the execution of a search warrant at a residence in Murray on May 22, 2019. Equipment used to facilitate the crime was seized and taken to KSP’s forensic laboratory for examination. The investigation is ongoing.

Hubbs is currently charged with twenty-two counts of distribution of matter portraying sexual performance by a minor 1st offense. Each charge is a Class-D felony punishable by one to five years in prison. He was lodged in the Calloway County Jail.

On 05-23-2019, deputies were dispatched to Eggners Ferry Road in reference to a single car roll over collision. While on scene, busted beer cans were observed in the area. Contact was made with the operator, Mr. Kenneth Odom and the odor of alcohol was detected on his person. Mr. Odom was treated and transported by Marshall County EMS to an area hospital for treatment of injuries. Mr. Odom was cited by Deputy Maxlow for DUI 1st offense due to receiving medical treatment. Deputy Spears conducted the collision investigation. Fairdealing Olive Fire Department assisted on scene.

On 05-23-2019, Deputy Maxlow was traveling west on U.S. Hwy 68 and observed a vehicle weaving in front of him. A traffic stop was conducted where Deputy Maxlow made contact with the operator Mr. David Bosch. After further investigation and field sobriety tests, Mr. Bosch was arrested and charged with DUI 1st offense.

On 05-23-2019, Deputy Maness was dispatched to Sledd Creek Road in reference to a male stumbling in the roadway. Contact was made and he was identified as Mr. Billy May. After further investigation, Mr. May was arrested and charged with alcohol intoxication in a public place.

On 05-26-2019, Deputy Greenfield was traveling on U.S. Hwy 68 East. Deputy Greenfield observed a vehicle in front of him weaving from center line to fog line. A traffic stop was conducted where contact was made with the operator Mr. Terry Price. After further investigation and field sobriety tests Mr. Price was arrested and charged with DUI 1st offense, operating on suspended or revoked operators license, possession of controlled substance 1st degree, 1st offense drug unspecified), possession of marijuana, and drug paraphernalia.

Deputy Anderson was dispatched to Draffenville in reference to a reckless driver. Deputy Anderson met with the caller who followed the vehicle to a parking lot. The caller gave a description of the vehicle and male operator, also stating this vehicle almost ran their family off of the road. Deputy Anderson observed the described male walking away from the vehicle. The male was identified as Mr. Corey Lewis and alcohol could be smelled on his person. As a result of the investigation and field sobriety tests, Mr. Lewis was arrested and charged with DUI 1st offense.

Keeton Corrections Halfway House Arrests

A number of arrests Tuesday culminate a nearly two-month investigation into drug trafficking by residents of a local halfway house.
Eight men were indicted on charges of trafficking in methamphetamine and/or trafficking in synthetic drugs. Detectives seized more than one quarter pound of methamphetamine during the course of the investigation.
Paducah police drug detectives began an investigation in early April after receiving information about illegal drug sales by numerous residents and former residents of Keeton Corrections, 621 Clarence Gaines St. During their investigation, undercover officers bought drugs from eight different men, and identified a Paducah resident confined to the facility as the supplier of much of the methamphetamine purchased.
Det. Sgt. Shawn Craven said investigators traced the drugs they purchased from various men to Keeton resident DeAnthony Woods, and from Woods back to Ralph Gaines Jr. Gaines is the only man arrested Tuesday with no ties to the halfway house.
Craven said they arranged with Woods to buy methamphetamine, and he would supply the drug and have others in the halfway house deliver it and collect the money. Detectives believe that he kept drugs on his person at the facility, and brought drugs into the facility to sell. Craven said Ralph Gaines Jr. was Woods’ source “on the outside” for the drugs.
Woods is one of only two men arrested who still is serving a prison sentence at Keeton; all the others have been released to the halfway house on parole. Two of the men (Nicholas Stodghill and Christopher Baker) are former residents of the halfway house who now are living in Paducah.

Search warrants were served at Keeton Corrections and two residences where Gaines stays, on Glenwood Court and South 13th Street. Additionally, officers served search warrants on the men at the time of their arrests Tuesday morning and located a syringe, synthetic marijuana, methamphetamine and other contraband in their possession.
While searching the halfway house, officers located several knives and homemade shanks, numerous cell phones (contraband inside a correctional facility), synthetic marijuana, a digital scale, syringes and assorted drug paraphernalia. At the two residences, officers found a 9mm Ruger handgun, 34 grams of methamphetamine, more than $1,000 cash and several digital scales and other drug paraphernalia during those searches.
Arrested were:
 Christopher Baker, 36, of Madisonville, KY, on indictment warrants charging him with two counts of first-degree trafficking in a controlled substance (methamphetamine – more than two grams); one count of first- degree trafficking in a controlled substance (methamphetamine – less than two grams); and one count of trafficking in marijuana, and on charges of possession of drug paraphernalia and possession of methamphetamine
 Ray Critser, 45, of Marion, KY, on an indictment warrant charging him with first-degree trafficking in a controlled substance (methamphetamine – more than two grams) (Second offense) and on charges of possession of synthetic marijuana, trafficking in methamphetamine and possession of drug paraphernalia
 David Jones, 27, of Madisonville, on an indictment warrant charging him with trafficking in synthetic marijuana and four counts of with first- degree trafficking in a controlled substance (methamphetamine – more than two grams) NOTE: Jones previously failed a drug test at the halfway house and was jailed in McCracken County Regional Jail. He was served there with this warrant.
 Zachary T. Edison, 28, of Russellville, KY, on an indictment warrant charging him with first-degree trafficking in a controlled substance (methamphetamine – more than two grams) NOTE – Edison previously absconded, and was jailed in Glasgow, KY. He was served there with this warrant.
 Robert Fulkerson, 32, of Bowling Green, KY, on an indictment warrant charging him with first-degree trafficking in a controlled substance (methamphetamine – more than two grams) NOTE: Fulkerson previously failed a drug test at the halfway house and was jailed in McCracken County Regional Jail. He was served there with this warrant.
 DeAnthony Woods, 32, of Paducah, on indictment warrants charging him with six counts of first-degree trafficking in a controlled substance (methamphetamine – more than two grams) and trafficking in synthetic marijuana. Additional charges for trafficking in methamphetamine are pending. (Woods’ home prior to his incarceration was located on Walter
Jetton Boulevard, several blocks from Keeton Corrections)
 Ralph Gaines Jr., 31, South 13th Street on an indictment warrant charging him with first-degree trafficking in a controlled substance (methamphetamine – more than two grams). After the search warrants were served Tuesday morning at the Glenwood Court and South 13th Street residences, Gaines also was charged with first-degree trafficking in a controlled substance (methamphetamine – more than two grams) and possession of a handgun by a convicted felon NOTE: Gaines has an extensive history of drug trafficking and a prior conviction for third-
degree assault.
One other man, Nicholas Stodghill, 31, originally from Owensboro, KY, is charged in indictment warrants with first-degree trafficking in a controlled substance (methamphetamine – more than two grams); and first-degree trafficking in a controlled substance (methamphetamine – less than two grams). He previously was released from the halfway house and police have not yet located him to arrest him. Anyone with information about Stodghill’s whereabouts is asked to call police.

 Baker: Possession of a firearm by a convicted felon, persistent felony offender, burglary
 Stodghill: Driving under the influence, probation violation and drug offenses
 Critser: Trafficking in drugs, forgery, theft and assault
 Jones: First-degree sexual abuse
 Edison: Trafficking in drugs
 Fulkerson: Wanton endangerment, fleeing or evading police and assault
 Woods: Trafficking in drugs and intimidating a witness
Additionally, Kentucky Probation and Parole officers charged the following men with technical violations of conditions of their parole, or inmates (as described above) were charged with possession of contraband after cell phones and other items were located during the search of Keeton’s facility.

“The investigation into drug activity at Keeton Corrections is in response to numerous complaints of criminal activity and concerns from the surrounding neighborhood,” said Chief of Police Brian Laird. “A significant amount of time and resources has been devoted to this operation, in hopes of weeding out the bad apples in the facility and sending a message to any current and future halfway house residents that we will not tolerate individual bringing criminal activity into our community.”
Laird thanked new Keeton director Rob Estes for his cooperation today, and his efforts thus far to clean up the facility.
The Paducah Police Department was assisted in this investigation by Keeton Corrections administration, Kentucky Probation and Parole and the Bureau of Alcohol, Tobacco, Firearms and Explosives.

UPDATE: Nicholas Stodghill, the final man indicted in Tuesday’s drug operation involving Keeton Corrections, was arrested by detectives about 3 p.m. May 29, 2019.

KSP Seeking Graves County Man for Multiple Charges

Hickory, KY. (May 31, 2019) The Kentucky State Police is asking for the public's
assistance in locating a Graves County man who is wanted on multiple felonies. 
Clayton C. Davis, 33 of Wingo, is wanted for Absconding Parole and Failure to Comply
With the Sex Offender Registry.  Troopers have received information that Davis could
be in the south Graves County area.  He has had previous addresses in Calloway
County and has been known to stay in Marshall and McCracken County in the past. 
Davis is described as a white male weighing approximately 190 pounds and stands
approximately 6'2" tall.  He has green eyes and brown hair.  Davis has a history of
being physically violent.  Anyone with information on the whereabouts of Clayton C.

KSP utilizes traffic safety checkpoints to promote safety for motorists and to provide a deterrent for those who violate laws contained in the Kentucky Revised Statutes.

The intent of a traffic safety checkpoint is to provide a highly visible, public safety service focusing on vehicular equipment deficiencies, confirming appropriate registration and insurance of vehicles, and the valid licensing of drivers. Violations of law or other public safety issues that arise shall be addressed.

Through May 31, 2019, preliminary results show there have been 22 people killed on the roadways in the Post 1 District. Of the 22, one fatality was a pedestrian; two motorcycle fatalities of which neither were wearing helmets; 10 were not wearing a seatbelt; and two were suspected of using alcohol.

KSP Post 1 Traffic Safety Checkpoint Locations

Hickory, KY (June 1, 2019) The Kentucky State Police (KSP) will be conducting traffic safety checkpoints throughout the Post 1 district, to check motorists for compliance with motor vehicle laws including driving under the influence statutes. KSP utilizes traffic safety checkpoints to promote safety for motorists using the public roadways and to provide a deterrent for those who violate laws contained in the Kentucky Revised Statutes.

The intent of a traffic safety checkpoint is to provide for a high visibility, public safety service, focusing on vehicular equipment deficiencies, confirming appropriate registration and insurance of vehicles, and the valid licensing of drivers. Violations of law or other public safety issues that arise shall be addressed.

Traffic safety checkpoints will allow the Kentucky State Police the opportunity to periodically concentrate its efforts in checking for violations of Kentucky traffic and regulatory laws that will ultimately increase the safety of the citizens within the Commonwealth. Drivers encountering a traffic safety checkpoint are requested to have their operator’s license, vehicle registration receipt and proof of insurance readily accessible. Drivers with this information in hand, those with no violations of law and minimal roadway congestion can reasonably expect to be delayed for no more than 30 seconds to a few minutes.

Peyton Diane Grundy, 20, of 8656 US Highway 62, Calvert City was arrested on May 24, 2019 on a McCracken County Warrant for failure to appear.

Charissa Earley, 41, of 8656 US Highway 62, Calvert City was arrested on May 24, 2019 on a Marshall County Warrant for failure to appear. She was also charged with no registration plates, no registration receipt, failure
to produce insurance card, failure of owner to maintain required insurance 1st offense, and license to be in possession.

Melanie K. Ford, 55, of 841 Owens Road, Marion was arrested on May 26, 2019 for possession of a controlled substance 1st degree 2nd offense (methamphetamine). She was also charged with possession of marijuana,
possession of drug paraphernalia, illegal possession of a legend drug, and possession of a controlled substance 1st degree 1st offense (drug unspecified).

Carol A. Maddox, 34, of 150 Pugh School Road, Benton was charged on May 28, 2019 with DUI 2nd offense, driving on a DUI suspended license 1st offense, wanton endangerment 1st degree, and possession of an open alcoholic beverage container in a motor vehicle.

Paul Dwight Morgan, 26, of 550 Roberts Road, Dukedom, TN was arrested on May 29, 2019 for possession of a controlled substance 1st degree 1st offense (methamphetamine). He was also charged with possession of drug
paraphernalia and tampering with physical evidence.

Post 01 Troopers Honored at KSP Sworn Award Ceremony

Hickory, Ky. (June 3, 2019) Gov. Matt Bevin joined Justice Secretary John Tilley and Kentucky State Police Commissioner Rick Sanders in recognizing 58 KSP troopers and officers for acts of bravery, life-saving, professionalism and dedication to duty at a ceremony held in Lexington on May 30.

Those honors included Post 1 Troopers.

Senior Trooper Adam Jones was named Post-Level Trooper of the Year. A 4-year veteran of the Kentucky State Police, he is assigned to the western squad.

Detective Cory Hamby was named Post-Level Detective of the Year. A 8-year veteran of the Kentucky State Police, he is assigned to the Detective Squad.

Post Commander Captain Jerry Handy said he is proud of the commitment and efforts of these units.

“These troopers are shining examples of devoted service and commitment to others above self,” he said. “I commend them and their families who allow them to serve the Commonwealth on a daily basis.”

KSP Works Injury Collision in Livingston

Burna, KY (June 4, 2019) – The Kentucky State Police responded to an injury collision on Carrsville Rd, at approximately 11:32 P.M. on June 3, 2019. Ryan Green, 35 of Paducah, KY, was driving a 2018 BMW M5 traveling eastbound. Preliminary investigation reveals Green failed to negotiate a turn and ran off the right side of the roadway. Speed is believed to be a factor in the collision. The vehicle caught fire and Green was able to free himself from the vehicle. He was transported by Air Evac to Vanderbilt Medical Center in Nashville, TN for his injuries.

The investigation continues by Trooper William Propes. KSP was assisted on scene by Livingston County EMS, Burna Fire Department, Salem Fire Department, Smithland Fire Department, and Air Evac. KSP Works Injury Collision in Calloway

Murray, KY (June 3, 2019) The Kentucky State Police Post 1 received a call from the Calloway County Sheriff’s Office asking KSP to work an injury collision at approximately 1:04 p.m. on June 3, 2019.

Preliminary investigation shows Walter C. Stalls, 70 of Murray, KY driving a Ford pick-up truck, traveling north on Radio Road. Tabitha D. Ibarra, 34 of Paris, TN., was driving a GMC SUV east on Roosevelt Road. Ibarra had just stopped at the intersection and started to cross Radio Road when she was struck in the passenger side of her vehicle, by Stalls. Ibarra, and her passenger, Luna Ibarra, 6 of Paris, TN., were transported to Murray Calloway County Hospital for their injuries. The Ibarra’s were wearing seatbelts at the time of the collision. Stalls was transported to Murray Calloway County Hospital, and later airlifted to Vanderbilt Hospital in Nashville, TN for his Injuries. Stalls was not wearing a seatbelt at the time of the collision.

KSP Collision Re-Constructionist Detective Michael Robichaud and Trooper Aaron Jestes are continuing their investigation. KSP was assisted on the scene by the Murray Calloway Co. EMS, Calloway County Sheriff’s Office, and the Calloway County Fire-Rescue Department. The Benton Police Department recently made changes to their cruisers by changing the decal graphics. The lettering is changed up and they added a thin blue line. The blue line added some color and made the cars more visible to identify them as police cars. So far the feedback has all been positive.


Murray resident charged with drug offenses in Marshall County

On 06/04/2019, detectives with the Marshall County Sheriff’s Office investigated the distribution of methamphetamine in Marshall County. Detectives conducted a traffic stop on a vehicle in the parking lot of a local business. The passenger in the vehicle was Lee Ann Fox of Murray. During the investigation, detectives searched and discovered approximately 52 grams of methamphetamine, an ounce of marijuana, several different varieties of prescription pills, digital scales, and more than $1100 in cash. The arrest is Fox’s 2nd offense in Marshall County. She was charged with trafficking methamphetamine in 2010.

Two arrested for trafficking drugs in Marshall County

On Tuesday, June 4th, 2019, three Kentucky residents were arrested and charged with drug offenses in Marshall County.
On 06/04/2019, detectives with the Marshall County Sheriff’s Office investigated the distribution of methamphetamine in Marshall County. Detectives conducted a traffic stop on a vehicle driven by Jerry Tynes of Paducah on Tatumsville Highway in Marshall County. The vehicle was occupied by Jasmine Seay of Paducah and Jerod Belcher of Almo, Ky. Deputy K-9 Fox alerted on the vehicle indicating the presence of drugs inside. Detectives searched and discovered approximately 1 pound of methamphetamine and over $700 in cash. Detectives arrested Tynes, Seay, and Belcher. Tynes was also charged with promoting contraband after he brought several ounces of methamphetamine into the Marshall County Jail which he had concealed on his person. Detectives with the Marshall County Sheriff’s Office contacted detectives with McCracken County Sheriff’s Department, Pennyrile Narcotics Task Force and DEA of Paducah to further the investigation which resulted in the seizure of an additional pound of methamphetamine in Muhlenberg County, KY.

MARSHALL COUNTY E911 TO LAUNCH TEXT-TO-911

(BENTON, KY, JUNE 5) Marshall County E911 will soon begin offering a new way for citizens to contact 911 by joining three other Kentucky PSAP’s offering Text-to-911. Text-to-911 is an initiative that emerged as a result of the Virginia Tech campus shooting when multiple students tried to text 911 for help, but dispatch never received them. This program urges emergency call centers to accept text messages through specialized technology in cooperation with cell phone service providers.

This new option in contacting 911 will allow those in situations where they cannot safely make a phone call to contact 911 in a discreet way. Appropriate situations for utilizing Text-to-911 could include an abduction, home invasion, active shooter, or home invasion situation. The service will also provide a way for the deaf and hearing impaired or those who are unable to verbally communicate a way to receive 911 assistance.

How to contact 911

If you use a wireless phone or other type of mobile device, make sure to do the following in an emergency:

▪Always contact 911 by making a voice call, if you can.

▪If you are deaf, hard of hearing or speech disabled, and text-to-911 is not available, use a TTY or a telecommunications relay service, if possible.

▪Remember that in most cases you cannot reach 911 by sending a text message.

Bounce-back messages

If you attempt to send a text to 911 where the service is not yet available, FCC rules require all wireless carriers and other text messaging providers to send an automatic “bounce-back”

message that will advise you to contact emergency services by another means, such as making a voice call or using telecommunications relay service (for persons who are deaf, hard of

hearing or have a speech disability). Bounce-back messages are intended to minimize your risk of mistakenly believing that a text to 911 has been transmitted to an emergency call center.

An inaugural text will be sent on Tuesday, June 11th at 3:30 PM at the Marshall County E911 center. The media is invited to attend to learn more about Text-to-911 and the potential this

system has for the citizens of Marshall County.
