On Wednesday June 20th Sgt. Tim Reynolds was patrolling the Draffenville area when he observed a male subject with a backpack walking on Hwy 68 E. Sgt. Reynolds made contact with the subject and he could observe something in one of his pockets. Upon investigation a meth pipe with residue and a small bag with residue. Steven C. Russell 38, of Benton, was arrested and charged with Possession of Controlled Substance 1st and Possession of Drug Paraphernalia.
