UPDATED: KSP Traffic Safety Checkpoint List

(HICKORY, KY.) The Kentucky State Police (KSP) will be conducting traffic safety checkpoints throughout the Post 1 district, to check motorists for compliance with motor vehicle laws including driving under the influence statutes. KSP utilizes traffic safety checkpoints to promote safety for motorists using the public roadways and to provide a deterrent for those who violate laws contained in the Kentucky Revised Statutes.

The intent of a traffic safety checkpoint is to provide for a high visibility, public safety service, focusing on vehicular equipment deficiencies, confirming appropriate registration and insurance of vehicles, and the valid licensing of drivers. Violations of law or other public safety issues that arise shall be addressed.

Traffic safety checkpoints will allow the Kentucky State Police the opportunity to periodically concentrate its efforts in checking for violations of Kentucky traffic and regulatory laws that will ultimately increase the safety of the citizens within the Commonwealth. Drivers encountering a traffic safety checkpoint are requested to have their operator’s license, vehicle registration receipt and proof of insurance readily accessible. Drivers with this information in hand, those with no violations of law and minimal roadway congestion can reasonably expect to be delayed for no more than 30 seconds to a few minutes.

Listed below are the supervisory- approved traffic safety checkpoint locations in the Kentucky State Police, Post 1 district. This includes the following Kentucky counties: Ballard, Calloway, Carlisle, Fulton, Graves, Hickman, Livingston, Lyon, McCracken, Marshall and Trigg. People can get drug abuse help at state police posts

FRANKFORT, KY. (AP) – People seeking drug abuse treatment will be able to get help from state police under a program now available across Kentucky.

News outlets report state police Commissioner Rick Sanders, Gov. Matt Bevin and state Justice and Public Safety Secretary John Tilley announced the Angel Initiative on Thursday. The program allows people to visit any state police post and be connected with officers there who will help them find appropriate treatment.

A police statement says drug abusers will not be arrested if they don’t have outstanding criminal charges or warrants.

Police started the initiative last year as a pilot program at the Pikeville and Richmond posts, and have facilitated getting 10 people into treatment.

Last year, more than 1,400 people died from drug overdoses in Kentucky.

On Deputy Chris Greenfield observed a vehicle weaving on Sledd Creek Road. Deputy Greenfield conducted a traffic stop and after his investigation the driver, Erica Terek of Gilbertsville was arrested and charged with Operating a Motor Vehicle U/Influence Alc/Drugs?etc .08. While Deputy Greenfield was arresting the driver, an intoxicated passenger, Robert J. Smego exited the vehicle and got in the drivers seat. Smego tried to drive off and was prevented from doing so by De3puty Greenfield. Smego, of Gilbertsville, was arrested and charged with Operating a Motor Vehicle U/Influence Alc/Drugs/Etc .08 , Disorderly Conduct 2nd Degree, and Alcohol Intoxication in a Public Place. Both were lodged in the Marshall County Detention Center. Deputy greenfield was assisted by Deputy Lofton Rowley Jr.

On March 4th, Deputy Luke Rudd served indictment warrants fro the Marion Circuit Court. Wesley A. Spalding of Loretto, KY was served a warrant on indictment for the following charges:

Wanton Endangerment 1st Degree Police Officer 3 Counts
Reckless Driving
Persistent Felony Offender II

Spalding was served a second indictment warrant from Marion Circuit Court on the following charges:

On March 1st, Deputy Chris Greenfield investigated a theft from a storage building on Griggstown Road. According to Deputy Greenfield’s report, Bill J. Stacey reported the theft of a Harley Davidson Motorcycle. The investigation is continuing. On March 4th, Deputy Barry Howell responded to a complaint of Criminal Mischief at Birmingham Point. According to his report, Michael E. Turpin of Benton reported that while he was camping someone slashed a tire on his vehicle. The investigation is continuing. On February 28th, Deputy Cory Curtner investigated an injury crash of a semi on Purchase Parkway.According to a report filed by Deputy Curtner, emergency personnel including Marshall County Sheriff’s Office, Kentucky EPA, the Marshall County Rescue Squad, Marshall County EMS, West Marshall Fire Department , Kentucky State Police Commercial Vehicle Enforcement, and Emergency Management were dispatched to an injury collision on Puchase Parkway at the 37mm. Deputies discovered upon arrival that there was a hazardous material on board. Trooper Will Propes from the Kentucky State Police assisted by going to Marshall County Hospital to interview the driver for Deputy Curtner. According to his investigation, David Winklepleck of Ownesboro was northbound on the parkway when the vehicle left the northbound shoulder and then left the roadway and overturned. Winklepleck was transported by Marshall County EMS to Marshall County Hospital for treatment of his injuries. The parkway was closed for several hours while the scene was cleared.

On March 1st Deputy Chris Greenfield conducted a traffic stop on Mayfield Highway. As a result of the ensuing investigation, three occupants of the vehicle were arrested. Lawrence Allen Hobbs of Benton was arrested and served a Marshall District Warrant for Failure to Appear.Mark Andrew Hobbs of Grand Rivers was arrested and charged with Possession of Marijuana and Drug Paraphernalia – Buy / Possess. Chelsea Jean Newman of Benton was charged with Possession of Marijuana and Drug Paraphernalia – Buy / Possess.Deputy Greenfield was assisted by Deputy Cory Curtner.

On March 1st at 6:52pm, Deputy Cory Curtner served a Franklin County Bench Warrant for Non Payment of Court Costs, Fees, or Fines. The warrant was served on Robert March of Benton.

Calvert City Police Report March 5, 2018

The following people were arrested by the Calvert City Police Department:

Tina Gober, 33, of 77 Rudd Lane, Calvert City was arrested on February 26,
2018 for theft by unlawful taking $500 or more but under $10,000. She was
also charged with operating on a suspended or revoked operators license,
failure to register transfer of motor vehicle, failure to produce
insurance card, and failure of owner to maintain required insurance 1st
offense. She was also served a Warren County Warrant for failure to
appear.

Cassidy Hodge, 24, of 536 Elm Street, Calvert City was arrested on
February 26, 2018 for theft by unlawful taking $500 or more but under
$10,000.

Will Vincent, 35, of 307 East 14th Street, Benton was arrested on February
27, 2018 on a Marshall County Warrant for failure to appear. He was also
charged with rear license not illuminated, no brake lights (passenger
vehicles), and no operators license.

Alan J. Devine, 53, of 205 West 3rd Avenue, Calvert City was arrested on
March 01, 2018 for possession of a controlled substance 1st degree 1st
offense (drug unspecified). He was also charged with possession of a
controlled substance 3rd degree (drug unspecified), prescription
controlled substance not in proper container 1st offense, possession of
marijuana, no registration plates, no registration receipt, failure to
produce insurance card, and failure of non-owner operator to maintain
required insurance 1st offense.

Ashley Rae Bradley, 38, of 1173 South Main Street, Calvert City was
arrested on March 01, 2018 for possession of a controlled substance 1st
degree 1st offense (drug unspecified). She was also charged with
possession of a controlled substance 3rd degree (drug unspecified),
prescription controlled substance not in proper container 1st offense,
possession of marijuana, promoting contraband 1st degree, possession of a
controlled substance 1st degree 1st offense (methamphetamine), tampering
with physical evidence, possession of drug paraphernalia, and illegal
possession of a legend drug.

Ildefonso Ruben Arriola, 30, of 77 Rudd Lane, Calvert City was arrested on
March 02, 2018 on a Marshall County Warrant for theft by deception under
$500.

Jessi R. Walston, 29, of 881 East 6th Avenue, Apt. #3, Calvert City was
served a Marshall County Criminal Summons on March 02, 2018 for theft by
deception under $500.

Charles A. Miller, 40, of 1133 Calvert City Road, Calvert City was
arrested on March 02, 2018 as a fugitive from another state (warrant not
required).

Ryan Lynn Doom, 21, of 783 Rednour Road, Smithland was served a Marshall
County Criminal Summons on March 03, 2018 for theft by deception under
$500.

Jeffrey Scott Carpenter, 52, of 5345 Hendron Road, Paducah was arrested on
March 03, 2018 for alcohol intoxication in a public place. He was also
charged with resisting arrest, assault 3rd degree (police officer),
criminal mischief 3rd degree, criminal mischief 2nd degree, and disorderly
conduct 1st degree.

Missouri man arrested in Marshall theft investigation

After an investigation by Detective Captain Matt Hilbrecht. a warrant was issued by the Marshall District Court for the arrest of Jason Dwayne Goodman of Marble Hill, MO. The warrant charges Goodman with Theft by Deception U/$10,000. The investigation revealed that he had traded stolen property for a car in Marshall County, KY. Goodman was in custody in Missouri on other charges but a hold has been placed on him by KY while he is in custody in Cape Girardeau, MO.

Throughout the month, Troopers from the Mayfield Kentucky State Police Post conducted traffic safety checkpoints in the Post 1 District. Through March 1, 2018, preliminary results show there have been two people killed on the roadways in the Post 1 District.

 

Kentucky State Police, Post 1, covers the 11 counties of Ballard, Calloway, Carlisle, Fulton, Graves, Hickman, Livingston, Lyon, Marshall, McCracken, and Trigg. Citizens can contribute to highway safety by reporting erratic drivers to the Kentucky State Police, toll-free, at 1-800-222-5555 Callers may remain anonymous and should give a description of the vehicle, location, direction of travel, and license number if possible.

 

Citizens may also report tips anonymously through the KSP app.  The app is available for iPhone, iPad and Android applications and can be easily downloaded free of charge through Apple and Google Play stores.

Marshall County Sheriff’s Report March 8, 2018

On March 7th at 9:50pm, Deputy Dennis Lewis and Sergeant Jason Lane responded to Sharpe in reference to a possible intoxicated driver. Deputies conducted a traffic stop on Oakland Church Road of the reported vehicle. As a result of the investigation, it was discovered that the driver had taken Adderall and had taken Methamphetamine prior to driving. Ricky Tyler Turnbow of Fancy Farm, KY was arrested and charged by Deputy Lewis with Operating a Motor Vehicle U/Influence Alc/Drugs/Etc .08 3rd Offense and Possession of Open Alcoholic Beverage Container in Motor Vehicle Prohibited. Further investigation revealed an arrest warrant on file in McCracken County. The warrant charges Turnbow with Assault 4th Degree.

On March 7th, Captain Brett Edwards served a bench warrant from the Marshall Circuit Court. Danielle N. Minter of Hardin was served the Bench Warrant for Violation of bond on an original charge of Manufacturing Methamphetamine 1st Offense.

On March 6th at 10:15am, Deputy Steven Oakley arrested Justin Freeman of Benton on a McCracken County warrant.

On March 5th, Detective Sergeant Kevin Mighell and Detective Nathan Maxlow executed a search warrant at a residence on Hooper Ridge Lane. According to citations filed by Detective Sergeant Kevin Mighell, Michael P. Hooper (37) and Kourtney K. Hooper (27) both of Benton, were arrested and charged with Possession of Controlled Substance 1st Degree 1st Offense – Methamphetamine, Possession of Marijuana, and Possession of Drug Paraphernalia. During the search of the residence, detectives seized over 40 grams of methamphetamine, several sets of digital scales, marijuana and numerous amounts of drug paraphernalia. The methamphetamine seized at the residence has a street value of more than $4000. Michael and Kourtney were transported and lodged in the Marshall County Jail. Additional charges are pending on both Michael and Kourtney.

KSP Post 1 Seeking Angel’s for their Angel Initiative

HICKORY, Ky. (March 8, 2018) – After announcing the Angel Initiative at KSP Post 1
on Tuesday, March 6, 2018 Post 1 has helped two individuals get into a treatment
facility.

The Angel Initiative is a program which encourages individuals seeking addiction
treatment to visit a KSP post, where he or she will be paired with a local officer
who will assist with locating an appropriate treatment program. It is completely
voluntary, and the individual will not be arrested or charged with any violations if
he or she agrees to participate in treatment. The program will be operated in
conjunction with Gov. Bevin’s “Don’t Let Them Die<http://dontletthemdie.com/>”
campaign, aimed at raising awareness of the opioid epidemic and offering treatment
resources to fight addiction.

To qualify for the program the person seeking help cannot have an active arrest
warrant, cannot be a registered sex offender, cannot have three or more drug
convictions, cannot be convicted of a felony sex crime, or a person under the age of
18 without the consent of the parent or guardian.

KSP Post 1 is currently seeking volunteers to become Angels for the program. An
Angel is a person who volunteers and meets the requirements. The Angel’s have to be
at least 21 years old, have a valid driver’s license, a properly registered vehicle
with insurance, submit to a criminal history background check, attend all mandatory
training for the program. Disqualifiers on becoming an Angel are felony sex
convictions, violent felony convictions, felony convictions and all misdemeanor
violent offenses less than five years from the time of conviction and all other
misdemeanor offenses less than two years from the time of conviction. Any open
charges other than traffic violations shall be ineligible until the active case is
adjudicated or the charges dismissed, and anyone on probation or parole will be
ineligible to serve as an Angel.

Marshall County Sheriff reports on numerous scams in the area

We had a complaint today of a scam on E Bay. The ad showed a local address here in Marshall County but upon inquiry the item was in Nebraska. They asked the folks here to put the $2,000 for the item on a pre paid card and send it to them. Luckily, the folks here did not fall for the scam and have stopped having contact with the scammer.

Please be aware of how prevalent internet scams are and be especially careful of information given.

If you are the victim of an internet scam, we suggest that you contact the Kentucky Attorney General’s Office or report it federally at the IC3 website, as well as your local law enforcement agency.

Additionally, we are getting numerous calls about the IRS phone scam again. We can assure you it is a scam and the IRS will never contact you by phone. We have had many different associated numbers with this scam. You can contact the Attorney General’s Office at 502-696-5300 if you would like to report it the their phone solicitation department.

Duncan Frederic Turner, 21, of 3854 Federal Boulevard, Denver, CO was arrested on March 06, 2018 for possession of marijuana and possession of drug paraphernalia.

Walker James Atkinson, 20, of 891 14th Street, #4208, Denver, CO was charged on March 06, 2018 with possession of marijuana.

Clinton Wayne Justice, 41, of 9881 US Highway 62, Calvert City was arrested on March 10, 2018 for DUI 1st offense.

Brian Bledsoe, 34, of 89 Oaklawn Lane, Calvert City was served a Marshall County Criminal Summons on March 11, 2018 for a City Ordinance Violation.

Stanley Ray Stevenson, 54, of 197 Allegheny Road, Gilbertsville was served a Marshall County Criminal Summons on March 11, 2018 for a City Ordinance Violation.

For the week of March 5th through March 12th the Marshall County Sheriff’s Office responded to the following: 13 Traffic Accidents, 19 Traffic Stops, 1 DUI, 1 Reckless Driver, 4 Motorist Assists, 118 Extra Patrols, 2 Assaults, 5 Burglary/Theft reports, 7 Disturbances, 2 Domestic Disturbances, 2 EPO’s, 13 Investigations, 3 Drug Investigations, 12 Complaints, 23 Have a Deputy Call, 4 Suspicious Person, 10 Suspicious Vehicles, 11 Warrants served, 30 Civils attempted and 4 Welfare Checks contributing to 399 calls responded to. The Marshall County Court Security transported 19 prisoners, inspected 45 vehicles and checked 2261 people into the Judicial Building.

Sheriff’s Department seeks shoplifting suspects

The Marshall County Sheriff’s Department is seeking the identity of these two people. These two were involved in a shoplifting at Shop-O-Rama on Tuesday. Please contact CPT. Brett Edwards at (270) 527-3112 if you know who they are.

On Tuesday March 13th Det. Nathan Maxlow was dispatched to assist partol deputies with the execution of  four possible warrants on a male subject. Information had been received that there would possible be suspected drug activity at the residence. Upon execution of the warrants, Det. Maxlow observed a meth pipe and light bulb used as a smoking device. The subject gave verbal consent to search the residence. Upon search there were several more smoking devices located, drug paraphernalia and a glass jar that contained marijuana. One of the smoking devices field tested positive for Methamphetamine. Ricky W. Henson 51, of Benton, was arrested on four warrants out of Marshall County and additionally charged with possession controlled substance first degree (methamphetamine), possession of marijuana and drug paraphernalia. Henson was lodged in the Marshall County Detention Center.

McCracken County deputies seek Paducah woman

The McCracken County Sheriff’s Department Detective Division have followed up on several dozen different leads in the missing persons case of Amiee Cochrane.

Cochrane, 32, was reported missing after she left for work and hasn’t been heard from since. . Detectives have spoken to numerous people and family members of Cochrane. Detectives believe that she might be staying in the Paducah area, and ask that anyone with information in this case contact the McCracken County Sheriff’s Department or their local law enforcement agency.

Cochrane has no arrest warrants, and is not in criminal or legal trouble. Detectives just need to conduct a welfare check on Cochrane.

Marshall County Sheriff’s Report March 19, 2018

On Friday March 16th Deputy Chris Greenfield was dispatched to the area south of the 47 MM on the Purchase Parkway in reference to a vehicle collision. Upon arrival, Deputy Greenfield spoke to a witness that confirmed that a vehicle operated by Tyrian Serrano 21, of Union City, TN, had began to spin striking a guardrail before coming to rest along the side of the roadway. Deputies could smell an odor of marijuana in the vehicle and located a marijuana roach in the passenger seat. When Serrano was asked about the marijuana she stated she had smoked prior to driving. When asked about anything else illegal in the car and she said she had a bag of marijuana in her purse. Serrano was arrested and charged with Operating a Motor Vehicle Under the Influence 1st Offense, Possession of Marijuana, Possession of Drug Paraphernalia and Failure of Owner to Maintain Required Insurance.

On Sunday March 18th Deputy Lofton Rowley was dispatched to the Purchase Parkway northbound at MM 50 in reference to a single vehicle accident. Caleb A. Wilkerson 23, of Rantoul, IL, was operating the vehicle when he said that someone came into his lane forcing him off the roadway. A strong odor of alcohol was present on Wilkerson when Deputy Rowley made contact with him. Wilkerson stated that he had a couple drinks earlier. Wilkerson was arrested and charged with Operating a Motor Vehicle Under the Influence 1st Offense and Failure of Non-Owner to Maintain Required Insurance.

For the week of March 12th through March 19th the Marshall County Sheriff’s Office responded to the following: 22 Traffic Accidents, 25 Traffic Stops, 7 Motorist Assists, 2 DUI’s, 2 Reckless Drivers, 162 Extra Patrol requests, 4 Animal Complaints, 2 Assaults, 5 Burglary/Theft reports, 7 Disturbances, 6 Domestic Disturbances, 14 Investigations, 2 Drug Investigations, 1 Public Intoxication, 5 Suspicious Persons, 7 Suspicious Vehicles, 25 Have a Deputy Call, 12 Warrants Served, 10 Civils Served and 7 Welfare Checks.

The Marshall County Court Security attended 15 court sessions, moved 41 inmates to and from court, checked 2756 people into the judicial building, transported 12 adult prisoners out of the county, 4 juvenile transports and completed 61 vehicle inspections.

On Friday March 16th around 10:00 pm Deputies responded to US 68 W in reference to a one vehicle accident with injuries. The vehicle had flipped several times causing the driver to be ejected from the vehicle. Bailey E. Averitt 40, of Benton, was airlifted from the scene to Skyline Medical Center in Nashville, TN. We were then notified a few hours later that Mr. Averitt had passed away due to his injuries.

The following people were arrested by the Calvert City Police Department:

Daniel Scott Cunningham, 38, of 560 Evergreen Street, Calvert City was arrested on March 12, 2018 for DUI 1st offense. He was also charged with improper or no windshield.

Terry L. Duncan, 44, of 740 South Main Street, Calvert City was arrested on March 13, 2018 on a Henry County Tennessee Warrant for Class E Felony FTA. He was also charged with no tail lamps, failure to register transfer of motor vehicle, no registration receipt, and failure of owner to maintain required insurance 1st offense.

Joel W. Getz, 46, of 2767 State Route 810 North CLFS, Kuttawa was arrested on March 14, 2018 for DUI 1st offense. He was also charged with improper registration plate, failure to register transfer of motor vehicle, no registration plates, no registration receipt, failure of owner to maintain required insurance 1st offense, and failure to wear seat belt.

Christian Matthew Davis, 47, of 213 Retirement Circle, Calvert City was arrested on March 17, 2018 for DUI 1st offense. He was also charged with possession of marijuana and possession of drug paraphernalia.

Law enforcement mental health bill passes

FRANKFORT – Law enforcement officials who encounter tragic and horrific events while
on the job would get mental health and wellness support under a measure on its way
to the governor after receiving final passage yesterday on a 38-0 vote in the state
Senate.

“On a personal note, from being involved in a fatality accident about two years into
my career, I can tell you firsthand the value of this type of program,” said Sen.
Danny Carroll, R-Paducah, a former police officer who presented the measure, known
as House Bill 68. “Back during those times, there were no supports in place. You
simply went to a physiatrist for an evaluation. He or she either said you were fit
or you were not fit for duty – and that was the end of it.”

He said he that fatal accident almost ended his career, in part, because he didn’t
receive helpful counseling.

“Those things do not go away,” Carroll said of the fatal wreck. “Those are memories
that stay with you your entire life. Sometimes they are very difficult to deal
with.”

At the center of the measure is post-critical incident seminar, or PCIS. It is a
program established by the FBI in the 1980s and first adapted by South Carolina.
Kentucky would be about the 10th state to adopt it.

The initiative would be paid with donations, grants and money from the state
Department of Criminal Justice Training budget. The state budget would contain no
new money for the initiative.

SB 68 also contains an emergency clause, meaning it would become law upon the
governor’s signature. The House passed HB 68 on a 95-0 vote last month.

Police protection bill advanced by Senate panel

FRANKFORT — A bill that would increase penalties for intentionally exposing a law
enforcement officer to bodily fluids or bodily waste was approved today by the
Senate Judiciary Committee with a 7-0 vote.

House Bill 193 intends to “fill in the gap” in the law for protection of Kentucky
law enforcement officers, said Rep. Stan Lee, R-Lexington, the sponsor of HB 193.
The measure passed the House last week with an 81-3 vote.

Under the bill, exposing an officer to bodily fluids or waste would be a
misdemeanor, although felony charges could be applied if the bodily fluids or waste
carry a communicable disease that could likely be transmitted.

There were concerns raised that a felony may be too strong of a charge for such an
offense, with Sen. Whitney Westerfield, R-Hopkinsville, saying there’s a possibility
the penalty may be lowered to a misdemeanor when the bill is considered in the full
Senate.

Sen. John Schickel spoke in favor of HB 193 today in committee as a retired law
enforcement officer.

“This is an excellent bill. Our police officers need these protections,” said Schickel.

HB 193 now goes to the full Senate for consideration.

Drugs, illegal transactions with a minor lead to arrests in Calvert City last week

The following people were arrested by the Calvert City Police Department last week:

Megan Burton, 22, of 3902 Wadesboro Road, Benton was charged on March 23 with possession of marijuana, possession of drug paraphernalia, improper registration plate, no registration plates, no registration receipt, failure to produce insurance card, failure of owner to maintain required insurance 1st offense, and license to be in possession.

Randy G. Dabbs, 26, of 2706 US Highway 641 South, Murray was arrested on March 23 on a Graves County Warrant for burglary 2nd degree and a Kentucky Parole Board Parole Violation Warrant. He was also charged with tampering with physical evidence and possession of a controlled substance first degree first offense (drug unspecified).

Benjamin Henry Allen Pierce, 25, of 1800 South George Clark Road, Benton was served a Marshall County Criminal Summons on March 24 for unlawful transaction with a minor third degree. He was also charged with 18 counts of unlawful transaction with a minor third degree.

The Kentucky State Police has obtained arrest warrants for Jaquaveion Q. Greenwade, 21 of Cadiz, KY for Assault 1st and Keisha D. Stewart, 26 of Cadiz, for first degree complicity to assault. The assault charges stem from a shooting incident on March 23, in which Franklin D. Keeling, 22 of Cadiz, was shot and drove himself to the hospital. Mr. Keeling is listed in stable condition at a hospital in Nashville, Tennessee.

The investigation is continuing by Kentucky State Police Detective Cory Hamby.  Anyone with information is asked to contact the Kentucky State Police Post 1 at 270-856-3721 or anonymously at 1-800-222-5555.
